REVIEWS. A New Chapter in the Science of Government," by Benchara Branford. London Chatto & Windus. Pp. 190. 5s. net. 1 Mr. Branford is of the opinion that we are living in a catas- trophic age. The result will depend upon the principles under- lying the policy of our rulers. As a summary of world-con- ditions at the close of the war, this book has its value, but it will be chiefly welcomed as not an unworthy sequel to the remarkable Janus and Vesta," by which Mr. Branford established his reputation as a fresh and vigorous thinker. The slow decay of the training re- ceived under the apprenticeship system has left the adolescent worker the easy prey of labour demands. Exploitation has taken the place of training," or to use the blunter words of an employer, Boys are not taught they are made to work." Hence for the adolescent the choice of employment merely means hunting for the best paid job, the future being happily left to itself. Mr. Gibb examines the problems of the Ele- mentary and Continuation Schools in a very suggestive manner, though there are some points which will probably raise doubts, particularly his discussion of the task of the new Continuation Schools. The author's suggestions for reforms are also interesting. He advocates conferences between Masters' Federations and Trade Unions to discover the beat means of training these young persons. This infor- mation should be made available to the Education Authorities and to the Juvenile Employment Bureaux, the latter under the control of a supervisor charged with the care and protec- tion of the young workers. The book well repays reading. How far it represents a stage of life which is fast decaying, and how far its suggestions can be put into practice in the rapidly changing conditions of industry and education, time alone will show.
